Initial thoughts. Grassland wheat and grassland forest furs. To settle on the Plains Hill or not, it would likely kill the potential of those lakes as future 3F tiles. And agriculture is a must. Explore NW, W to see if the coast has anything, and potentially settle capital 1E? Not much food, tempted to settle 1E regardless, but not really a good idea to research fishing for a 2nd food tech.
As for civs, don't think that Agri-Hunting makes as much sense as Agri-Wheel or China (Agri-Mining), just for the extra beakers.
Agri-Wheel: Egypt, France, Sumeria, Ottomans, Babylon
Agri-Hunting: Persia, Zulu
Agri-Mining: China
Picking 11th, I imagine I'll have a good shot at getting a higher end civ, guess would look at Egypt or China as things stand. Zulu is not bad either. Now we need to figure out what's actually banned.
I'm looking at getting the 7th-9th leader, depending on how many others select civs first. There'll be a run involving Sury+Financials, probably Sury or HC is next. I'd take HC and would bet he's the next pick, what with no stone and marble. Have an inclination to play a creative leader, Louis could work if Industrious is relatively ignored by others.

In retrospect, I'm content to settle for Ragnar/Hannibal versus a Creative leader. A third Industrious with four teams left to pick a leader runs the risk of further watering down its value. Plus, all these lovely rivers scream for FIN.
On the other hand, Expansive would get me a worker in 12 turns versus 15 by working the 3 hammer PH. The only palatable EXP left, to me, is Isabella (SPI). Leaning FIN just because of all of the extra commerce initially, even with the incredibly slow worker.
Civ wise, I see it as Egypt > France > Ottomans. I'll take the extra 20 beakers Wheel gives on Hunting and think about Pottery first to speed up Mining->BW. BW will come in late, for sure. Musketeers are nice, but I'll take the earlier UU and hope I don't spawn next to Zulu.
