Here's the sandbox as of turn 17.
We have time to play around because the next few turns are just slow-building the worker while improving copper. My build was, after the setttler, warrior -> worker -> spear (grow to size 3) -> settler. I'll post the details after playing around with it a bit more. The second city might leave the spear at 5 hammers for a while (so it can be whipped) and then whip out a 4th worker too, I'm not sure what's best. And I missed that Bandit has copper in his capital too! I assume everyone has copper at home as would make sense since I'd expect Serdoa to be pretty meticulous about balance. Now I think getting the fast wheel is definitely the right call, for emergency axe whips if necessary.
I've seen it happen before, where they faked/feinted a WC rush, then ran over with axes and crushed an overly speared up defense.
