Based on my sandbox, I think we need to road the ivory before starting the cottage on the FP to get the second city settled on T37. Here's what I get starting the cottage immediately after finishing the ivory camp:
Note that after putting the road on the hill that I road the ivory rather than the FP. It costs the same number of worker turns (3), but with the obvious benefit of raising the happy cap. I could have put the road on the hill, cottage FP, and the plains forest 1S of city #2 (for a future chop), but we are still short a worker turn this way according to the sandbox. I hope I'm not off by a turn from the real game or this is going to be very annoying.
Here is what I get after finishing the ivory road and then beginning the FP cottage:
There is just enough time to get everything done, finishing the third turn on the desert road the turn that the settler is in transit. Serdoa annoyingly put that desert tile in the way (requiring an extra turn of worker labor to complete the road) so we would have to give up two cottage turns [lost count of the complaint number] to get the city connected to a trade network. We get the commerce back by having 2g in trade routes when the city founds.
Also, I suggest that we run a turn at 0% prior to founding the city so we can be at 100% science when our output is greater with the second city online. I haven't looked into that in depth, but we'll be -1g/t once #2 is online. Better IMO to take the cash savings before it founds.

Also, it is certainly better to begin a worker after the settler, I didn't bother managing the build when running this sim.
