I can't speak with certainty, but I believe in a past game (PB8), the free market multiplier was observed to apply to total trade route commerce on a per city basis. E.g. a city with 3 5c routes would get a total of 18c, not 15c, from trade routes. I remember reading about this in plako's thread.
You guys really should figure out the rules of the mod that you're playing you know.
