Some types of ranking (like in golf) have ties such that the next non-tied person gets the ranking number that he would have gotten had there been no ties. I think in the Olympics you can have two silver medalists and no bronzes if there's a tie for second, for example.

We have a trireme that will finish end of turn. It'll be faster to get it out to sea by having it finish as a trireme and then upgrading it to a Frigate. That's about the only reason we're doing it, but it seems worthwhile.
At the same time, we really don't mind if mackoti manages to corner and kill our expedition force. We're trying to buy time for us to get Frigates in the water. I mean, we want to do as much as possible, but they don't need to survive to be successful.

Yeah we talked about that a little last night after playing the turn. Honestly, we're OK with that. What we badly needed was to buy time so that we could get our own Frigates (and then Ship of the Line) into the waters. We've done that successfully, so we're pretty much content with whatever the results of this ends up being because we've pushed the conflict away from our shores like we had hoped.
