Btw, it defenitely looks like it was Mikehendy who took the great artist. Only a few turns ago I would be really excited but now it's, like, whatever. No point for me to follow global events anymore.

Gaspar has two skirmishers on a tile 3S from my stack and a settler in Plame affair. I think he will move the settler to skirmishers this turn and settle next turn. If he doesn't cover his settler with his stack, I may try to snipe it (he will need to counter-attack across the river) and then resettle Beryllium 1S from former location (city ruins).
Gaspar built the Colossus which indicates that he still has some kind of long-term planning going on. But - of course! - he rejected peace. Well, I offered it once again. I intend to offer it every turn because this madness has to stop.

Here is the situation before Gaspar played:
He still keeps his stack at place. I think he doesn't realize that I can spot it because, surely, he would prefer to have it hidden. He didn't move his settler to 1 but added a chariot there instead.
I should be able to put 9 HAs and morale axe to 4 next turn as I have four workers to road 2 and 3 already in place. Last time I saw this tile it had a spear fortified but my axe should have decent odds and a HA will be able to mop up. Alternative option is to put two axes, two catapults and a spear to 2 next turn and move them, morale axe and 10 HAs to 4 on the turn after next (it will be 3 axes, 2 cats, 10 HA and a spear total). I'm pretty sure Gaspar won't be able to hold the city against this kind attack, about an attack with just two-movers I don't have such certainty. The problem with "slow" option is that he will have a very high chance to spot it. If he is smart, his sentry chariot is patrolling between 1 and 5. I will be able to check if it is true next turn (I have a HA with sentry potential in this area) and then I will reevaluate. I may go for a "slow" option even if he can spot me. I don't think he has anything what can scare away an army this large besides his main stack and his main stack wouldn't be able to get to the city in time. (Keep in mind that this is the first turn he has construction, so no cats for him.)
Please note, that I'm not going to actually raze the city. My purpose is to force him to take peace for 10 turns which, I hope, will become perpetual peace. I have two large islands to settle, Bantams to conquer, I won't need to attack Gaspar at least until early Reneissance. And at this point the game will end because Seven will have Destroyers.
Also this:
Somehow I'm still the first in power. It looks like that for some reason Gaspar stopped making units. It's OK but why Police State then?

Breakdown of visible power:
Units:
4 skirmisher = 16000
2 spear = 8000
5 chariot = 20000
11 horse archer = 66000
Visible units overall = 100000
Pop
17 pop = 8000
Techs (confirmed)
Hunting = 2000
Mining = 2000
Animal Husbandry = 2000
The Wheel = 4000
Metal Casting = 4000
Archery = 6000
Bronze Working = 8000
Horseback Riding = 10000
Mathematics = 6000
Construction = 4000
Techs overall = 48000
Buildings:
3 Forges = 6000
2 Barracks = 8000
1 Stable = 2000
Buildings overall = 16000
Total visible power: 172000
Power unaccounted: 78000
78000 will be managable even if fully kept in Seward's Folly. But in truth some of these are pop and he has his units spread out. That's why I think that my attack should work even if spotted.

Uhm, OK. Gaspar left his chariot in place, so no detection for him unless he would decide to move it this very turn. Also, the rice tile is for some reason undefended.
All is ready to make a push forward next turn.
Gaspar added exactly 1000 power at the start of this turn. It looks like he suddenly fell victim to build-no-units-while-at-war disease...

Gaspar has a spear and a skirmisher in the city and two HAs further south without visible promos. In other words... nothing. I sent forward a lighter stack than I previously planned, keeping more one-movers back home to repel possible counter-attack. I offered peace, hoping to break the cycle of violence. If he accepts I'll send this army and a few more HAs to blitz Bantams. This is my best chance to come back to this game, I think.
Also, he still doesn't build units.

Well, I logged in to unpause the game and was greeted by this:
It is paused right now, so I can't accept right away. But damn, we are so close!

Peace at last. Good riddance! I offered Gaspar to swap every identical health resource we have as an emphasized fish for fish trade. Also I asked for open borders in a separate offer. He accpeted resource trade but rejected open borders.
I'm going to resettle Beryllium 1S from the ruins in a turn after next and after that will have a very difficult front. I spent a lot of time thinking about how to defend it while the bulk of my army is fighting Bantams. I thought about putting up a zone defense but ultimately rejected the idea: he can actually fork Neon and Beryllium and have a way to catch my zone defense stack(s) out of position. I will have several spears and a couple of catapults in all frontline cities and 6-7 HAs as a mobile force - that's how my defense is going to be organized.
(Probability that Gaspar would move in with slow-movers is quite low, I think. He currently has no more than 2 cats and very few spears, he won't really have time.)

Yes, Mikehendy is saving gold now but still not bad. Also, my gold income wouldn't be much smaller than his, something like about 150 gpt for me versus 170 gpt for him (he has much more culture than me, hence his advantage). Now imagine an alternative universe where I didn't have one of my crucial commerce cities razed and my core whipped into the ground. Oh, Gaspar, what have you done...
