I'm actually not sure. The image was from somewhere no CivFanatics, I think, but I didn't actually check what mod was being used because I'm pretty sure that trying to add a mod to a game after it's begun is a terrible idea. I think it was called "Medieval America" something something.

As for the questions: One Worker was replacing the farm at Maine with a cottage, another moved around Washington to a forest that hadn't been picked. I did this so that if I messed up anything by accident I had a hedge, heh, but even aside from that there are some improvements that need to be done there. The rest were just doing minor basic improvements like farming a plains need Denverado and stuff. Literature -> Metal Casting -> Civil Service -> Machinery seems like a smooth tech path that gives America a lot of what it needs. Education, work, government AND clean energy, the pillers of American society! I didn't have any major troop movements in mind right now: I just moved my troops towards any important cities that might need more defenders, AKA border cities, and sent the Spies towards our southern neighbor.

Spying is also a pillar of American society. Can't let those Commies get an edge. Hm. I should check to see if EPs were reset, too (I bet they were). Probably no chance of stealing techs or being generally obnoxious to people. A few Spy missions were banned, but not all of them.
Having a plan is nice, but that basically means we don't have anything to decide for the next several days.

Colorado is a state. Denver is its capital city. Although I guess looking at your other cities you've got a mixture of states and cities anyway; that was just the one that jumped out at me since I was born there.

Maine could be Portland, and New Jersey could be Newark (each state's largest cities).

Wikipedia says there's a Portland in Maine, too. I trust it because I have never been to Maine.

Yeah, Portland, Maine is pretty well-known. Lot of good restaurants there.
