Also, Azza/Rowain, Jowy is Jowy. Getting him to admit the problem is Jowy is a fool's errand. Although his last hissy fit put me on ignore, so there are benefits.

I think Azza left that site late because he had an ivory elsewhere. Nevertheless, any kind of city there was intolerable, because it would be a direct threat to his interests. Close borders are a Damocles sword hanging over your head.
