I think I agree, but I also think that Oxy is probably taking the path of least resistance here... I don't think its anything in particular to this game though, as he's been pretty inactive in other games, too. (e.g. he's missed several turns of PB18, even back when his civ was still #1 on the scorechart). Something goin' on with him I think...
