Blue dot looks even better. But since we probably can't hook up horses anytime soon there, we need red dot next. The Settler should only move move 1W on T61 and then NW-W on T62 to prevent sniping (no cost to playing a little safe).
I'm not sure what's the optimum worker movement for worker 1 given the lack of bridges but it may be able to help Worker 11 with one cottage turn.

I was actually thinking of moving the Settler through the coastal forests (with cover from the second Warrior) the next 2 turns before moving to the Hill. Reasoning being that if we see a Settler moving towards the area from Elum, then we have the option of settling along the Coast instead.
I think that we're just going to need to blast the Worker through to start the Road ASAP:
t61 - move SE of Hub
t62 - N, NW
t63 - NW, NW, road
The alternative would delay starting the road by 1t, but gets 3 useful Worker actions in exchange:
t61 - move SW of 2.5", 1t Cottage
t62 - NW, N, 1t road
t63 - NW, NW, 1t Mine
t64 - NW, road
On balance I think that the latter is better; even if it delays a hook-up by 1t, it won't affect the arrival of the first Spear which leaves before it gets there (I think the Spear reaches the city t67). We do want to get a road down 1E of the Hub for future 2-movers heading North since currently the road crosses the river onto the Hub's hill.
Oh, but all that assumes that we send run Worker10 directly to the Pigs to start Pasturing the same turn as the city is founded. I see that in the plan you have him roading along to get the connection ASAP. Hmmm. That would get the Spear there a bit quicker, but it does slow down the improvement of the city.
If it's just concerns about Worker sniping on the Pigs, we could improve the Cows first instead (starting the same turn), though I think we have enough visibility that we could spot anything shaping up to snip off the Pigs.
Hmmm, no I think you're probably right about building the Road as he goes. It will let us bring the troops forward faster and secure the city location - after all improved Pigs are no use to us if the city gets grabbed by a Chariot before we can use it. OK, I'll take a look this evening at how we can work the second Worker into the Plan and finish the connection faster!

OK, so moving the Workers and Roading as they go will get the city connected on t66, with 2 Spears arriving the same turn. That's putting the Road connection along the flatland corridor and not through any forests or hills.
The trade off between the two scenarios above is a single Worker turn at the far end, so I think the 3 Worker turns at the start weigh higher in that trade-off. I'll update the plan to record the turns.

Good point about the settler. For the workers efficency should be best if it doesn't slow down troop movement. Oh, but if we want cheap warriors we might not want to build the last road yet.
I prefer cows first because pigs tile should be snipable from elum's cow using a worker to build road 1SE of it.

I think we need the connection in place ASAP so that we can whip Spears / Axes in that city if we need them.
As for the Pigs, in my opinion we're better going for it early before Elum has a chance to plan out an attack. We get both Spears there at the same time, so we should be able to put one on the Pigs with a Warrior as guard and have the same in the city.

Also, if the sheep were just a little north, we could have all pasturable resources in one city
