Worker first, of course. Probably AH first, but that's the first question for sandbox. Which I'll set up...probably tomorrow. Commodore, there's absolutely no rush on getting the map to us .
Then I can think of a bunch of other things to try: when to build the 2nd worker, the settler, scouts (workboats)? What order to pick up Pottery/Mining/Bronze...and when can we afford to add in Hunting/Fishing/Sailing? And when to start working toward Priesthood? I'm sure some of that will be dependent on scouting info, but the basics can be done early.

BC4000:
Gave up on perfection and passed the turn. Researching Hunting, building worker.
Sandbox here.
I'm not sure this is the right answer, but it seemed to work: Hunting -> Animal Husbandry -> Mining, while building Worker->Worker->Warrior-> Settler. Lets the cap grow to size 2 as the resources come online, but otherwise gets out a second city instead of growing onto unimproved tiles.
Hunting is 36 beakers, and we get back 14 beakers by the prereq bonus on AH. Still costs us 3 turns for that efficiency bonus, but doesn't delay the sheep any.
That mostly commits us to going south with the first city, 1S of the plains hill deer for a deer/sheep/fog city. I want to see what I can do with trying to head east instead, to floodplains/fog. The main pressure is that the workers and roads are already in the SW, because of the corn and sheep. But it might be possible to do it the other way.

What did I mess up? The ice tiles are meant to be things I don't know for certain yet.

Got a much better 2nd city candidate than the tundra hill:
It can even use the deer . Pushes Fishing up the priority list, although culture has to come first. We'll be heading for religion en route to the Oracle, maybe we can make this a holy city.
Edit: Actually, hmm. That's another question for sandbox: do we want the grass hill with two clams? Or go to the plains tile and a faster start? But less ability to work cottages for the cap.
May still found the tundra city, depending on what's in the fog to the south, but...later.

Planning to move SW-S next turn. It's slow to get back to the east, but we should still have time to map the whole island before we need to know, I think. I'd really hate to mess up a dotmap by not scouting carefully.

Maybe there is a better food spot than clams and plainshill deer.

We've got about 20 more turns before the settler is ready, that should be enough to finish mapping the homeland.
