If we grew the capital to size 5 on the Corn, Deer, riverside grass hill, and the two plains hills (mining wines for now), we'd net 18 food/hammers, and if we were IMP, that'd be 25 fhpt for building Settlers, so 4-turn Settlers. And.... 4 turn Workers with overflow. That configuration would sacrifice early commerce for early production, but it could pay off if we could settle and develop other land quickly. Other factor is how quickly the capital could be grown to size 5 and fully improved. It's 24 Worker Turns, not counting time spent moving.

In process of simming. China for Agri/mining looks best so far for earliest corn and BW, but Khmer for hunting/mining will be decent too as will persia and zulu for hunting/agri. If all these fall at least we can grab FIN/IMP.

Camp is unimproved, the settler is a little later and 3 forests are exchanged for a worker. Since it's night in the US I'll just take a little more time to think. Decided on china over Persia because the CKNs are likely to be more useful than Immortals and Apothecaries are expensive at a time where it's time to spam knights.
With no other IMPs (except maybe Khan) the question is how much I can expand without crashing, Small Toroidal and all. It'll be fun.

I have to admit I've never been very good with the early turns. Or the middle turns. I've never even gotten to the late turns. :P

Messing around with some plans of my own, and I think BW first is best for sure. Instead of chopping 3 forests, could chop 2, revolt to Slavery T24, and 1-pop whip Settler T25. 2 Workers and 1 Settler EoT25, so save a forest in exchange for 1pop. If Hunting was researched 2nd, then Camp could be under construction at this point. However, I doubt this is the best play because the camp would be finished long before the city regrows to size 2. Could tech Wheel before Hunting, but I dunno. Not really sure if the whip is worth it but it's another option. I imagine getting that 2nd early Worker is the best play rather than building 2 Warriors and a Settler. Some of the decision making will be based on what we scout, I suppose.
