I just took a good look, we can't take back Hulk this turn. But honestly losing Barrows is just bad for the cothon TRs (not like HG was giving us much of a bonus after the first turn) and Hulk can be retaken next turn. My choice of action is for a lurker to tell THH that city trading is banned in this game (if no one has done that already), and ingame we clean all his units and move to recapture. He can't leave a bunch of junk behind and hope we won't kill it.
Let's not concede just yet, this new development means Mardoc is doing something to annoy him (even if they're not at war yet), let's trade maps with him (I'd rather trade than gift) and see what happens. His power is only at 486k while THH is at 750k and we're at 406k so I'm not sure this is going anywhere anyway.
Remember that forges also solve our happiness issues (I don't really see any happiness issues really), and with police state we'd lose the +3 from rep in TOS GD and Pfeffi which are the 3 least happy cities in the empire (still not unhappy though).

Really no way we can get into Hulk with one of the numids in TOS? Not even if we kill that axe on a hill (couldn't see through diplo window if there are knights in that stack, but it wouldn't make any sense)

He pillaged the roads on the hills, so we can't get into the city. We can kill the spear/axe pair on that hill, the chariot on barrows' ashes (how fitting) and the mace at emerald.
My point is that even if we're at war I'd rather wait for the concession. If we all dogpile THH the game is back on

Yes, actually just with THH having backed out we might have won sufficient time to save TOS at least. Keep whipping muskets till the peace is signed though.
Not sure we should kill units that pose no threat. Particularly if we need one more turn to retake Hulk, leaving his units live, together with the message his offer was illegal, should make THH know that we want peace to his conditions. If we act hostile he could assume the war's still real and turn around.
Mardoc should not fall too soon, I think he'll have about 10knights before Thh arrives, plus cats

I don't want a chariot roaming around our lands, pillaging stuff all around. I see the diplo message we'd send by not killing his units but it would feel pretty good to get a few kills.
Can lurkers confirm that THH has been notified of the illegality of his peace deal ? If not we could always send him a PM as you proposed.

I just posted in his thread informing him that the game rules prohibit trading of cities. I said nothing else. I hope that helps.

Playing the turn now, but still taking suggestions. My idea about treating THH is as follows: We kill the chariot, which could pillage our silk and that would suck, but we leave the other units untouched, as a signal we don't want to go on warring. These units can't pillage anything. Instead, we put the two movers on the TOS corn tile. There they can take Hulk next turn if THH lets us. If he moves back in with his knights, he can't reach our units. We also leave units close to his ones in our territory, to make clear we could've killed them if we wanted.

This turn's mistake: I forgot to send the maps to Mardoc. Might as well do it next turn, could even be better. What we want is to drag him into war with THH. He doesn't seem prepared badly:
counting 9 knights there and a couple catas, and I think last turn there were at least 2 knights at Faraday (south)

If we get peace from THH, it shouldn't be a threat. If not, I prefer losing our west to Egypt rather than China.

It appears that THH has stopped mass whipping for now. His economy is hurt quite badly though. Everybody's saving gold this turn, and despite his many courthouses and ORG, he's third in gold saving rate. We are last of course, but still top in GNP, probably due to the Rep wonder specialists at Pfeffi, + two scientists I'm running due to lack of improved tiles. (maybe also wonder culture, but THH's Cre culture should still exceed that effect)
Assuming peace, GA will wait some turns to regrow pop, but still be early enough for us to get strong enough for a possible THH comeback.
