Err I mis-estimated. Either Khan or LT teched TW (unlikely) or more likely went warrior 1st...

Even though the PH is tempting, I will pass and go to the forested grass hill instead since if LT moves his possible warrior NW of capital, he can kill my scout.

Now I am almost certain LT built the warrior. Don't see ipecac doing it. If Khan built it, top rival power should be 6k. LT could have gone TW first but I don't think it finishes in time...

So either DTG or LT build a WB and getting a lot of food. I still could not rule out that LT didn't build a warrior so made the safe scout move. I can get a warrior before EOT17 of his warrior arrival by working elephant for 3 turns, rice, then pig as it finishes to time it perfectly. I hope I get discounts on mining and BW, but this means I need to find horse in BFC or research archery fast.

Oh I feel stupid. No one was building a warrior. I messed up because I got the formula for the rival average power wrong.
