That's a really good question. ICTRs won't be able to get it on their own....

I mean I could get pyramids and then... get libraries and work scientists? The only problem then is i won't be able to work hills, so i'll be EITHER teching or building at any given time.

Or plains cottages? but i mean... non-riverside plains cottages.

I really need to get a pic of the settleable lands with a potential food count.

The biggest city I think I can make that will be productive will be 1NW of the cows. farm all those riverside tiles, pasture cows, mine hills. It'd stagnate on size 8 working those 4 farms, 1 pasture, and then has 3 left to distribute between 3 hills and 2 scientists.

So that at size 8 with a library and 100% science:

working all hills: 16 hammers, 7/8 science (do partial values round up or down?
working 2 scientists: 9 hammers, 15 science.
working 2 scientists w/ Rep: 9 hammers, 22/23 science.

And it would certainly be a largest city so with Rep I'd be able to have enough happy to actually go to size 8. And maybe I'd move the palace there to add that money bonus. hmmmm. Cause i mean look at that capital, the tech potential there is zero.

Also by that I mean the crap all. Imagine more desert northerly, and to the west past that wheat is a bunch of flat and hilly plains, with one PH sheep, on a peninsula. At least there's an island west of that.

ALSO, that plains wheat you see? Only way i can irrigate it pre-bio is to farm over my cows. No other fresh water that can reach it.

The tech potential in the capital is decent if you cottage all the grassland tiles and beakers round down.
