1N of the cow grabs all of cow, wheat, and the FP. it'll be a bona fide breadbox.

I kinda think this is a mistake. When food is sparse, you don't want to concentrate it all into one city. Especially for his 2nd city, where he's only got four citizens anyway. Better to split this into two cities.

I would map it so multiple spots can share the food. The goal is to end up working as many tiles as possible.

Whoever starts spamming cities on the coasts and embraces 2/0/2 tiles first maybe? Or whoever can get some chariots built to kill the others. I don't see much point in resisting and surviving on this blighted planet. Maybe better to die and end the suffering.
