well you are phi so you can get the 2nd GSpy for the Scotland yard no problem I think. Where are the neighbors you met at? How soon can we send spies to start the EE.

IIRC, if you're Phi you want to settle the first GS anyways, and then build Scotland yard with the second.

Sian grabbed oracle, which will likely lead to him getting colossus first, so both the water/revenue wonders are gone. Time to push this EE thing.
