Uh oh. I decoded to check what's going on on the other side of the channel with a sentry chariot... and suddenly found a lot of stuff.
It is HAK. But even HAK can't possibly be so fucked up to seriously consider an attack across the channel. Right?

...thinking if I should wardec him and offer peace to reveal his intentions. This is very possible that he doesn't plan anything and this bizzare deployment is just plain stupidity. Because, to be frank, these units, as they stand, don't really seem focused. Problem with this is that HAK is one of my few trade partners and I'm not exactly in position to through away trade route commerce.

HAK is putting a lot of EPs in me, probably has visibility. Can't really do anything about this.
I can't figure out what he is up to. He has a lot of units on his side of the channel but they don't seem to be positioned for an attack. He has WEs, Swords and Landsknekhts (sp?), all this stuff dies to Crossbows easily. Not that I have Crossbows...
That would be so stupid on his part to attack me on so many levels. He can't hope to hold anything on my side long-term. And he is going to tie up his army in a place from which it can't be easily swang back to defend from Commodore.
My problem is that I need more units right now if I want to face HAK. But I also need infra right now. No Forges anywhere yet and many of my cities eat >10 gpt in maintenance without Courthouses.

Declared war, offered him peace for Popeyes. Really, 10 turns of peace is all what I need, after that I will have Xbows and some basic infra completed.

And Commodore declared on HAK - just when his main army was as much out of position as humanly possible. That's why this whole idea with attacking across the channel was utter insanity.
I offered HAK peace for all cities he has captured from me.
