You didn't declare war to block those workers. I'd bet gold they'll lay down road next turn and the Settler will arrive at X as well. Do you have a plan to beat Khan to the location, or to dislodge the city? The Settler will probably have escort. On the flip side, if you win the race somehow, how confident are you that you can defend the site?

It really depends on how much Khan has ready to send there. I think I can defend the site unless Khan throws the kitchen sink at it. He hasn't whipped the cities I've had visibility on for the past couple of turns so I'm somewhat confident.

If he moves a settler to X we have 5 units that can hit any defenders. More likely he'll settler 1SW, and we'll move our Western X 1E for a decent border city that has decent food.

Even if he settles 1SW of X, I say we still raze the city.

We've already killed one of his Settlers earlier; if possible I'd rather not start a grudge match.
