The problem I have with Joey is that I have no idea what is his purpose in this game. He isn't participating in Space Race; and not because he can't but because he, basically, has chosen not to. He has about the same amount of resources as me and TBS, he just uses them for building units instead of research. Instead he is having fun sitting in Police State and trashing down a backward civ. It's really fucked up when a civ so powerful doesn't even try to win. And how I'm supposed to predict his actions?
What is curious, he, until our last war, was the only person who could affect the situation by military means. Both me and TBS can't really harm each other as we have a fat buffer of unimportant cities between us. On the other hand, Joey, theoretically, could build a huge army while allowing us to run away for space and then crash both of us simultaneously: his geography would allow him to do so. Of course, me and TBS would be forced to slow down, anticipating this scenario. That would allow to Joey to control Space Race tempo.
Currently, however, this isn't possible after I've torn his teeth out.

I believe that it would be decided randomly and (IMO) that would be a draw.

To use a cricket analogy it would be more like a tie. A draw is when you run out of time (or desire) to see who's ahead while a tie is when you get to the very end and still can't decide the winner...

It looks like tie is the best result I can realistically expect now: TBS launches on T300, I launch on T302 and I don't think that I'll be able to delay him by more than two turns. When I said that I was confident in winning, I relied on Operation Sunrise a lot but it had to be castrated due to entirely out of game reasons. Also, I massively underestimated Zulu research capabilities. I assumed that Gawdzak maxed himself out before he disappeared but TBS has somehow found a way to considerably increase his beaker output. Last turn his GNP was almost 10 000 which is about 20% more than it was 10 turns ago (mine is a little more than 9000).

EDIT: some technical details about GNPs. Mine has a larger gold component which artificially decreases its amount (that was true for the most of the game; due to that, I think, my true capabilities was systematically underestimated by my rivals) and TBS also has higher culture output which adds him 200-300 points. On the other hand I have additional 8% (?) bonus due to researching techs which TBS already has. I think his final "real" GNP will be still higher but by the very little bit.

Logged into the game and was met by a peace treaty offer from Joey. That... is actually surprisingly good. I will have 10 turns of guaranteed peace and after that war won't be scary for me.

Seriously, he one-turned Life Support? How is this even possible?

Well, I think it's game. No point in trying to raze his capital as he can just move to a new place every turn. Plako is mastering up an attack and I will later check in and try to determine if it is possible to raze everything he has in a few turns we have left. But most likely that will be my concession.

...At least, I would hardly be able to beat this even with Operation Sunrise and without Joey's intervention. So, nobody to blame but myself.

Reviewed the situation and I think it's pretty much hopeless. I concede but will keep things going until Plako is on board. Gifted Plako units which were sent to execute "Sunrise" and started to prepare for war on the main front.
