4: FIN 3: EXP, CRE, India, Inca 2: SPI, IND, ORG 1: IMP, PHI, Agriculture Civs 0: CHM, AGG, All other civs -1: PRO Mildly undervalued: India, Mali, Rome, IMP Mildly overvalued: Babylon, SPI Still in all, it's a decently fair set up. Victoria, Mehmed, Isabella, Bismarck, and Zara are the biggest power leaders possible; Elizabeth, Louis, and Hannibal are all fine too. You could argue for Catherine, Joao, Pericles, Peter, and/or Ragnar as valid leader picks as well.

(Inca with Mao is valid but a repeat; India with any is valid but a repeat). Looks like we've got a nice wide band of worry:
Earliest, we have aggressive impi: Automated Taller as Ragnar of the Zulu Then roaring out of the gate (with vultures defending): Alhazard as Catherine of Sumeria Another fast expander unto chucklenaught terror midgame: Bobchillingsworth as Joao of China Finally, slowest (still secure early game) is the wunderkind: DTG as Zara of Mali Bugger. So my war chariots see impi, skirmisher, vultures, or...okay, I guess Bob is hittable, but he's the most pugilistic of the opponents.

On the points system: why is there a 0 and -1 tier when the max points is 5 and there's no 5 or 6-point tier?
