Considering the lack of resources he has found that's not the worst he can do. If he gets culture there he has floodplains and an oasis. Of course without culture it's garbage. What worries me more is that he sent his scout away. He hasn't scouted the south (which for all he knows is filled with food resources) and won't have time to send a warrior there until his settler is out.

Maybe level 3 cultural borders from the capital will reveal something better closer to home. Although that isn't a great scouting plan.
