The remaining votes were "whatever", so counted as abstain. As far as I remember, we also had real trades only, not arcane signalling.

Jowy, if you read the first post of this thread it clearly states that city trades are banned. You've just unfairly gained a lot of information, and I think we need more than just a reload here.

Players can attempt to collude with the remaining options, again at their own risk of trades actually going through.

When I sent the offer last night, I checked the first post of this thread, which details the rules for this game; I didn't go and tally a vote from 2 months ago.

First post is just copy+paste from previous games. Some things there even contradict the post itself.
Anyway I was put on the spot where I had to accept or decline the offer before I could pause and ask about it. What I could dig up from our setup thread only had an incomplete vote.
Reload is fine by me. I don't mind not having the city, it wasn't really a good deal for me, I just accepted it for the fun factor of it :P

Can you cite what you saw in the first post?
That you can offer whatever you want in the trade window, but as unit trades and city trades were banned that prevented opponents from accepting them.
