I feel most confident about Washington, then Greece and Swing, then I'm not really sure. I could go with gas or ruler.

I think if you go for RULER you have to go for QUEEN as well.

Khan is UK based (i think) so SWING state may not be right in which case I'd swap out GAS too and add RULER and QUEEN. But GAS and SWING are so much more elegant...

I think it's normally State of unDRESS mischief. And I'd be surprised if Khan picked state STADIUM (since i've never heard of it...)
