Initial thoughts:
Snow HOOD (I've heard of it but I dunno what it is)
Snow QUEEN (actually Ice QUEEN is more like it)
MOSCOW (its a snowy place)

But I'm not that happy with any of them. I like your suggestion of RACKET too - presumably because that's what snow shoes look like?

Given that we did so badly with State I hoped Khan wouldn't overlap his clues so he can do an unlimited clue at the end and we'll know how many of each we're actually after, but I suspect QUEEN is an overlap.

I don't like HOOD, mainly because red will likely guess it. RACKET was indeed due to the look of snow shoes. Finally, perhaps MOSCOW also overlaps with state, just like QUEEN

What about QUEEN and MOSCOW to start with, and if those hold we try to pick up some of the 'state' words eg GAS and maybe SWING?

I think if QUEEN is one of the state words then RULER is most likely of the others (or it'll be grey). But happy with pointing to two state words over HOOD or RACKET.

If QUEEN and RULER are right then do we think Khan knows more about US politics or physics?

Sticking to my belief that RULER and QUEEN are linked state is either WASHINGTON, QUEEN, RULER, MOSCOW/SWING/GAS or WASHINGTON, SWING, GAS, MOSCOW.

Assuming minimum clue overlap Snow is HOOD, RACKET, MOSCOW/QUEEN, assuming max overlap it's MOSCOW, QUEEN, HOOD/RACKET.

I dunno what that means though. duh
