With this being a civ site, he has to mean DRAFT. Unsure of number 2 though... There are still 2 more to be covered by banknote... I am pretty certain dress and india would not be covered by banknote. So then I would go for GREECE as they are having banknote issues. I am sure Commodore would want us to try and shoot to win from this since they just need 2 more and will have a couple of clues to point to each - do we take the hint off Bob that we missed hand? I do not know D and D at all, and I do not know if Commodore would point us like that? Otherwise it would be one not covered by nationalism but is covered by banknote... I'm stumped, but I think we should guess 3.

Clearly, Draft. Does anyone remember why they thought Draft was a Banknote clue? As that effects how many that was pointing toward.

My other is Grece, though far less sure.

I also don't agree with Bob on the Paladin one. It's a very nebulous connection, and I've heard of more associations to Horse than I have to Laying on Hands. (Based largely off OOTS.)

So we win how? By guessing all of ours? Given they were discussing victory I think we should be as well.
