To clarify... Let's say in the first round I have a popular top choice and don't get it. Unluckily, someone else ranked my second choice as first so that's gone too. Then you go to evaluate round two. My top choice is now my third choice, but someone else has it as their second. There is a coin flip still, correct? In other words, the numerical ranking does not actually matter, only the top available choice. Is that right?

Correct.

So if it helps to pin it down a bit, Seeing as I posted the start pictures on Thursday/Friday my time, I think it'd be good if everyone got their picks in by sometime Tuesday/Wednesday; about 5 days seems like a good length of time. If you just can't by then, I'm not going to try and shut you out of the game or anything, just try and aim for that.

Also, we have quite a few dedlurkers for this game, more than we normally seem to have. I've been trying to update the first post with everyone who's declared themselves as one, please let me know if I've missed any.

Other Rules:

Some other items that should be thrown out there.

Double Moves and Diplomacy: In my head, I had envisioned these being the same as in PB27, which I've included below. I see no reason to change those, from either the game type or from people's comments and expectations given for the game so far.

Diplomacy: "Pitboss-AI-diplo"
You can make any offers for any item the trade window allows you to make, excepting cities.
Any trades offered to another player are treated as valid trade offers.
You my not communicate using: chat box in diplomacy window, unit names, city names, outside communication, in game chat, anything else in this vein.
You may not gift units to or trade cities with another player.

Double moves: "Don't be a jerk."
Peace time or when you're not planning to start war: play as soon as you are able, no need to worry.
During war preparation turn (at least 1 turn before) and during war, double moves are not allowed. When you declare on your opponent (and then end turn), he must complete a turn before you can play another one.
When going to settle a city, and you see that another player has sent out a settler in the general vicinity as well, you must attempt to alternate turns, to avoid double moving someone to claim a city site.
If there is a situation not covered above, where a player gains a clear and 'underhanded' advantage over another player in an area of contention due to a double move, that situation can be appealed to the game admin, who can determine if the game needs to be reloaded or is fine to carry on at his discretion.
If there is a problem with play windows making it impossible to observe a turn split, or a tangled web of wars that need to be straightened out for turns to be practically played, please PM the game admin for assistance resolving the situation.

Turn Timer: A couple of players have voiced that they would appreciate having a longer than usual first few turns, since the initial planning and settling is pretty crucial and requires more thought than a traditional opening. To accommodate that, I'm proposing having the turn timer set to 48h for the first 5 turns, and then dialing it back down to normal after that. That way people aren't rushed into important early decisions, but it shouldn't slow down the pace of the game overall very much. Please let me know if you agree or if you disagree and why.

Since I haven't paid a whole lot of attention to recent setups, does the trade cities rule preclude one from asking for a city or cities as part of a peace negotiation? I've made my feelings on this known elsewhere, so I'm not going to litigate it here, just asking what the accepted rule is for clarity. Thanks!
I've got some dirt on my shoulder, can you brush it off for me?

As that rule stands above, cities would not be acceptable in any trade, either a peacetime trade or as part of a peace negotiation.

Since it hasn't been covered explicitly, game concession discussion should take place in each player's thread and not in the tech thread. When a consensus has been independently reached then the admin will post in the tech thread. Someone speak up if this is not agreeable. Just a common sense approach that is best set before the game begins rather than broaching discussion when the issue becomes relevant in view of everyone which would have an impact on in-game actions.

Brick, I'm fine with the PB27 rules that you mentioned above.

Please note if you decide on an official pick list, indicate it as official for me.

Will pick orders be publicized once they're all final, BRick, or will you just say what the final civ/leader assignments are without revealing to the players the preference breakdown by which you got there?
Civ 6 SP: Adventure One
Civ 4 MP: PBEM74B [3/4] PBEM74D [3/4]
-Dedlurker: PB34

Usually only the ones they got, not whole list.
