Though Vassalage seems like a tricky civic to use in this setup -- it's competing with both Nationalism and Bureaucracy. But Brennus is in this game, so we might see some shenanigans along those lines, especially since Vikings get Trading Posts!

Yeah. The thing is though that you don't need to adopt vassalage at the start- just when you want to build your galleons or whatever. So you can spend most of the game in Bureau. Use a GA to make the revolts in & out of vassalage less painful.

Woah, no Hammurabi of England. I haven't read through everyone's threads yet, maybe the starting Machine Gun spooked them? IIRC he's the main reason you added it.

I don't think it was that, as much as people were just thinking early warfare isn't worth it period. Except Pindicator.
