True, and I didn't spot/remember that until after I'd moved the Spy, but the Great Spy can wander in and around his territory, while the regular Spy's job is to find a good vantage point outside and keep watch, right?

Well it is ok, I also dont think that we need spy by the scooters border soon, so it is not a big deal.
I do not point when to build spies and missionaries, because they not extremely important, so you can basically put them in production when there is nothing better to build. It seems that there is nothing important except settlers, those we'd better get more and earlier. REM has 7 cities and I believe he has whipped a settler last turn.

The main thing about missionaries, spies and some other cheap stuff is that we cant whip them. Our 1pop whip gives us 60 hammers that means that we lose some overflow because of overproduction if we whip those things. We'd also better whip with 2or more citizen because otherwise we will run out of happy quick. So whip expensive things like settlers, buildings and military, and overflow other small things.

Looks like that's the spot:
I put the overflow from Goats into a Missionary before the Cavalry - with the overflow, the Cav would have only been a 1pop whip, this way we can 2-pop whip it. I also switched the Culture build at Chameleons to a Granary, will buy it next turn and then pop borders - no urgency on that with the Peace treaty in place.
Would there be benefit to pillaging a couple of the roads connecting to Donovan?

I think no. But we will nees a spy there too, not urgent though.
Btw, they are playing for research for sure. Last turn they made observatory in Delhi. Strange that they are not trying to expand for oxford, religion could also help them in construction buildings.

Some information to think about:
Gaspar is going to plant in front of us. I really hope he pushes the city forward, so we can capture it and keep, but if he doesnt we just raze the city and plant where we like.
DZ has at least 1 Galleon, may be we need Frigate in the addition to our Privateer. Though I doubt he is very dangereous with his 1 port. I doubt he wants to whip his cap with university and observatory to compete with us. He is in GA and adopted Theocracy.
DZ and Scooter both got Steam Power.

Hmmm, I wonder how far they'll push that city towards us; they may be aiming 1NW of the MG to capture the Pigs, or they could be going further.
Donovan on the Island: I'll put a Rifle onto the target city tile next turn and make sure he sees it. I doubt he's thinking of planting so far North after the last time (and seeing our Galleon), so he's probably just planning to watch us - well we'll bump him away when we plant. Warlike civics, but maybe that's just him needing to build a defense as we're whipping troops that could be ready for an attack. Interesting that he used the GE for a Golden Age; I wonder if scooter used their GE for bulbing Steam, or is holding onto it.
On Spys: the idea is to lurk outside borders and watch without risking being caught, rather than roam around inside, right?
Chickens: We can slot in a Frigate after the next Galleon since we won't need it until just before the Peace expires. Actually, do we need the 3rd Galleon at this point or should we slot in a Rifle - or even a Worker?
Rabbits: was going to ask about the queued Stable; do we need 3 across the empire or can Goats & Llamas handle the Cavalry production....

Another thought on Chickens; if he puts the Explorer on the Rice, he'll see the city tile. I think we part-build both the 3rd Galleon and the Frigate and hold them in queue until we've planted on the island and bumped him. We can also build the WB for the Crabs there, while growing for a big Settler whip.
We also need to discuss when & how we start to build our own research capacity (presumable other than with Hammers).
