As seen in the ISDG, Sullla *really* underestimates what you can do with spies. To be fair, they're banned in most RB games.

But I figure he hasn't even considered the possibility of anyone getting vision on him except with a military unit.

So given the Dreyote war has caused a big buildup on DZ'CH's part...the other Indian neighbor going to get reamed when peace breaks out?
If only you and me and dead people know hex, then only deaf people know hex.

I write RPG adventures, and blog about it, check it out.

Doubt it. DZ doesn't look like a warmonger to me.

CH would push to declare war on someone IMO if he gets a full view of the situation.

Game mechanics question:

I was under the impression that spies can only be "caught" if they perform an active mission (that's what the wiki says), and that as long as they just move around and watch, they are untouchable. Is this not so?

There is a chance that a spy will be caught each turn it is in foreign territory. Relative EP spending affects the odds.

Nope, there's a low-odds chance of your spy being caught every turn it's in enemy territory. Like all the espionage formulae, the exact percentage is overcomplicated and depends on several factors, which you can find here if you're curious.

Ah, thanks! So what happens if a spy is passively detected? Do they get thrown out of your territory, destroyed, become visible, what?

Destroyed, to my understanding.
