Grey. I'd say no, just to be safe. Maybe if you cab take and liberate, but once its yours...

They will definitely have the third option instead of own/raze/return control. Is that option disallowed? A nice buffer state of DZ would be lovely IMO. But I can live without that if needed. That is not explicitly against the rules as given, so it would be allowable. It is in a grey area but not something I could/would forbid, just be aware that other players might be unhappy if they have interpreted the rules differently.
FWIW, if I was in the game I'd be one of those unhappy players. I see it as trading cities, just using a different interface.

Well a wealth of opinions! Mainly it is because I am loathed to raze an academy in DZs cap, and liberating back his northern border city would give interesting culture play making him unable to counter from his city.
But I may be getting ahead of myself. Dreylin wanted white peace. I declined. After looking around he is now making 60gpt after a round of whipping factories, and has moved his cavalry to try and attack DZ. if he wants DZ it'll cost him 30gpt and 50 gold. That was my peace offer. As it stands, he can't commit too much as I can hit 2 cities from DZs city, I have a small slow stack there and will prevent any attack on DZ. I also can lay havoc to an attacking force with the airships now in the theatre. My west will also start to feel safer with the cultural borders from silkmoths. I will get combustion next EoT, and I'll fort up the oil so I will get upgrades to my ship builds. Where am I going? Well, pindicator is looking mighty open right now. I can blitz him on turn 1 with all my surrounding cities and make short work of it. Not quite sure what scooter is building. He's stopped with military as no increase in power but it certainly isn't wealth/research. Grocers like me in a couple of cities for the health issues oil/coal brings?
Other thing is I have been thinking more about NWs. Think building Oxford/Wall Street in Percy/Gordon each and farming them to run them with specialists might be good play. Of course to do that I need 6 banks (I have 6 universities at least) and biology. And a fair few worker turns to get the farms out.
Boo. No peace with goodies for me yet. I will have to delay any infra then. However, I'm quite content with delaying a treaty. Scooter clearly isn't gearing up for war right now, so if peace is delayed a little longer it makes a joint attack on me from the other 2 so much harder. I assume that is where the game will go, I just can't see Scooter or Drey4E wanting to take any more chunks out of each other knowing I will boom away on to victory here. Really what I need now is a big navy to keep me secure and just make me look unappealing to attack.
Hmm. They have completely fled from 2 of DZ's old cities, and have barely garrisoned guinea fowl... Not sure of the plan here. I just wanted some gold. I can use 1 cav to take Alpacas which is empty. I can move a cav or 2 to try and take honeybees next turn. I have air bombed guinea fowl which has a couple of inf in and a couple of rifles. I have a treb/cannon in range, 4 inf and the rest of the cavalry stack. How much ire will I recieve if I just burn these down for the hell of it?
