well, that's how you play BTS too, except instead of "workshop everything else," the game is "whip everything else into the ground."
IMHO the reason RtR economies without much cottage spam seeming strong to you has more to do with Mercantilism, Free Market, and Vassalage being buffed compared to BTS (the former two to be competitive with State Property).
