Especially since all he needed to do was threaten, not actually pursue war. Bad decision on his part if you ask me, staying at war cost him almost nothing.
To be fair, how is an unspoiled substitute supposed to come to that conclusion? Being able to check the advisor screens is better than nothing, but xenu is between a rock and a hard place here.
Without BGN clearly saying "hey, please stay at war because it's forcing REM to pay attention to us but I don't see how we ever attack anything", Xenu has no way to know, and he's clearly too busy to play a hot war, which is perfectly reasonable, especially since he isn't going to be winning this game.
Peace is a pretty good move for him anyway IMO. Let the top three fight it out and he can try catch up, if he has a chance to get back in the game, that's it.
I love how REM gets peace essentially because Xenu couldn't be bothered to stay at war while subbing.
Doesn't much matter. Either Dreyote and Scooter will crack REM, or they won't. BGN was being passive even at war.

Yeah. If Scooter/Sulla and BGN had a long, friendly history together, or if REM and BGN had a long, acrimonious history together, I can see this as being a real bitter pill for Team Germany to swallow, but... BGN has pretty much kept to himself all game.
As it stands, it's not (and has never been) the responsibility of the 4th place player to give the current 2nd place player a better shot at winning, just as it wasn't on BGN to take Dreylin/OT4E down a peg back for REM's sake back when the Khmer were the guys on top.
The railroads rules for 1-movers and 2-movers is quite confusing. Afaik, railroads make movements cost one-tenth of the base movement of the unit. So it costs 0.1mp to move a railroad tile for an infantry, 0.2mp for a cavalry/tank, and 0.3mp for say a morale tank.
