This is of course the correct answer to the question I asked, if not the question I intended to ask!
It's down to Civics; Hippus start in Nationhood which gives +10% to Military builds and can be a bad civic to be in during the early game. You rarely reach 10h for the x1.1 to trigger a bonus +1h, but most overflow will trigger the /1.1 to subtract 1h from the overflow. In this case I need 7h to complete the Warrior and am making 4hpt so would try to overflow 1h but have it reduced to 0.9h and then rounded down to 0. So if I'm losing the hammer anyway I may as well not generate it and have +1c instead.
Typically I'd be using the Agrarianism revolt to also switch out of Nationhood and restore the overflow, but I have elected not to adopt Agrarianism ASAP (

?) because the map is relatively food-rich and 3/4 of the Grains are on Plains anyway and I want to keep the hammers over extra food, and revolting just for Nationhood is not worth losing a turn.
So look for me doing this a little bit over the early turns.
