Hmm, so the immediately obvious choices are Horse and Mount. But surely there would be a different clue for those two. Steed perhaps, or riding. So I think the goal is to get us to select one of those two without the other. Probably Horse but not Mount, as Mount is much easier to tie to other words via the mountain meaning.
But if that's the case, what's the other word?
A Root might be provided as food. Alternative clue: radish.
Needle ties well to the bag part of the clue. Alternative clue: leather.
You might have a Ring in the tack that's holding the bag in place. Alternative clue: something like pasture or rodeo?
My favourite option of these is Horse + Needle, I think. I could easily be persuaded I'm massively overthinking it though.
Reading DaveV's spoiler, yeah, I like Plate. The equivalent of a plate for a horse is a feedbag. Importantly, I'm not sure what else you could clue for Horse + Plate (while avoiding Mount).
