A somewhat more accurate and wordy (though still simplified) translation of the treastie seems to be: "Land war against a compotent opponent is never profitable if your end goal is winning the game, land based offensive unique units are overrated on the offence: against a compotent opponent, it's still a slugfest that will cost more than you gain, against a crippled or incompotent opponent, you can win just as reliably with regular versions of the unit. Also navy units rock because they turn any unit into multi-movers, and limited war against compotent opponents by sea can be worthwhile, even pre-sirian-doctrine, depending on the situation"

A report with pictures is definitely coming tomorrow. That said, I've nailed down a SoL plan I'm pretty happy with, and I'm no longer seriously concerned about REM racing me. I actually think there's a very good chance he's not actually racing me at all and is just interested in Rifling. I don't think I'd go for that just yet if I was in his shoes, but him racing me just makes so little sense that I can't think of what else it would be. (I don't think a single player in the game has more than one village yet, so PP itself is definitely not worthwhile except for what it unlocks.)
That said, I can't afford to risk it, so I'll take the threat of him racing me seriously. It's going to delay some universities a little bit and Oxford, but I don't see what other choice I have. I'll happily give up a couple hundred beakers to ensure I get the thing. So I swapped to wealth in every city except the capital to ensure I finish Democracy in 3T. I'll be able to turn off some of the wealth next turn. I had enough gold for 2T of 100% research and I needed like 2.5T.
I'm trying to estimate REM's research. It's difficult because he's either been running weird slider configs or mixing in wealth/research builds because his GNP has been toggling all over the place the last few turns, and his time remaining on Printing Press has been a little weird. Anyway, his turn is done, and he's got 2T remaining on PP while I've got 3 remaining on Democracy. I figure the absolute best he can do is Democracy in like 6T, so I should have a 5T head-start. I think it's going to take me about 7T to build the thing, and that could drop to 6T if I can find about 40 hammers somewhere. He doesn't have any engineers (he got one about 10T ago, but he immediately used it on Spiral Minaret). It's possible he could be landing a great person soon, and I suppose that could be an engineer, but I can't imagine that'll be enough to let him 2T that wonder with 0 forest chops available.
So... Yeah, he must be going for Rifling. He is Spiritual, so drafted Rifles is a pretty good option as long as he bulbs Astro or something.

I've been watching him steadily shuttle things east. I've got no real incentive or anything to gain by interfering. I just hope someone else does?
Anyway, this is why I think it won't be RMoG either. Take a look at the mini-map down below. These movements are consistent with an attack on either Plako or Alhazard, and I'd bet Alhazard purely because "duh." Of course, he can still get to RMoG from here, but it sure doesn't look like he's staging for that. So I would still bet a small amount of money that they're going to get peace soon.
Also notice Alhazard's (ipecac display name right now) current tech. It, uh, sure looks like he's given up on Communism? I guess it's good that he's trying to get himself some military tech, but if Mackoti does attack him, it'll be over much too quickly. Anyway, expect Mackoti to win the Communism + Kremlin race.
Here's REM's capital. I took a look around, and there's nowhere else he can build the thing. There's one spot up near the poles where he could conceivably get 3 forest chops, but that's not nearly enough to be worth forgoing the Bureau bonus. I also forgot until yesterday that his location can only mine two hills (mine can get up to 5 going).
This is why I can't really afford to lose this race. If REM lands SoL, so help us all. It's going to be bad enough when he gets Oxford up and running. That's with me at 100% running about 100g worth of wealth.
I haven't quite decided on a tech path post-Democracy. I almost have to get Astronomy next just to keep up, and at that point I might as well go get some of the goodies behind Scientific Method. Maybe. That said, there's a reason I love this stage of the game. The three paths are all pretty compelling. Top of tree gets you rifles, levees, and factories. Middle gets you airships, state property, and biofarms. Bottom gets you all the game-changing naval upgrades. Lots to think about.
That said, once I land Democracy I'll probably just turn off tech for a fairly long chunk of time until I get Oxford running. If needed I could always grab MilTrad or Gunpowder real quick, but other than that I can stick with what I've got until Oxford comes online. I also will go through a growth phase on the capital (I can get the surplus up around 13F) so that I can get a bunch of scientist specialists running there when Oxford completes.
