With the number of submissions, would it make sense to create subfolders for each civ instead of having 100 some reports jockeying for space among each other?

Can someone explain how to open the save file for this adventure? I have it it my inbox but an unsure of how to access it. What type of program do I use to open it?
When you run Civ 6 for the first time, it should create a set of folders in your user directory. On Windows, this is something like [User name]\Documents\My Games\Civilization VI\. Go there, put the save file in the Saves subfolder, and you should be able to load it up from within Civ 6.
You may have to go into the game make a random game and save it for the save subdirectory to be created

I'm unclear about a game mechanic that's come up in my adventure 1 game (specifically about a victory condition) and I'd like to ask a question about it. (I couldn't find anything on google.) Is that allowed? Is there a list of rules for the RB adventures/epics? I found this set of rules from civ4:
