Seems in the top half of the power rankings for sure. Like that stealing tiles is back, and pushing units back is great.

Looks like the new civs from DLC will be stronger than the old ones so that people are more likely to buy them.

DLC civs will obviously be stronger than most civs already present plus will have a unique game mechanic.

I have been playing the bundled Scenario where the one cig gets 2 winged hussars when one is built. It is brutal. The pushing back is a weird mechanic.
