BTW, T-Hawk is pretty certain that revolting citizens still count for diplo votes - based on vote changes from newly-captured cities - so that's one less thing we have to worry about.

I decide to push a Conf. Academy into Zonguldak; drop 3Artist Specialists onto the hammer tiles and switch another two to Engineers to get the time down to 5t. GP time only drops by a single turn - back to 5t - and I should get minimal contamination from the Engineers.
