I'm not sure how outpost growth rate currently works. Is it correct that only metals boost outpost growth rate, not nightshade/game/crystals/gems? And is the +7/+3 modifier affected by the racial modifier?

Gems and Crystals do (they are stored in the ore half-byte), Game and Nightshade and orihalcon doesn't (those are stored in the other half). The ore modifier is not affected by race and is applied last.
Also, from what I see here, the current amount is +12/+5.

Sure. I think the forum threads are more up to date than the actual document in the mod/website.
