Our election opponent will vote for themselves no matter what. Anyone at war with us will vote for our opponent, even if also at war with them. Anyone at war with our election opponent but at peace with us will vote for us. Anyone allied to our opponent will vote for them. The rest (if any) can act more or less at random, but will often abstain.
So what we need is either peace with someone other than our opponent (we'll likely face the silis) or more than a third of the population of the galaxy.

Well, then we have a problem. Our best bet might be trying to get peace with the Sakkra, since they are at war with the rocks. Unfortunately they are erratic, so nothing can be guaranteed with them. We don't have contact with the bugs so we can't try anything with them. Maybe some enemy-of-my-enemy diplomacy could help swing the lizards to a more neutral position? Or a bribe shortly before the vote? If we can get past this next vote, another 25 turns should see us in a stronger position as we hopefully take some more bear and/or shifter worlds.
I would also like to urge maxing factories at Mentar. As a rich world it can build them very quickly; some back-of-the-envelope calculations look like it would take 2 turns to add the 130 factories needed to max the planet. Every turn after that we would get the increased production from our rich world, all the way to the end of the game. Assuming we do somehow survive the next vote, that extra production would be very useful. If not, well, we won't be worrying about production anyway.

We may be able to get peace with the Darloks. Their ambassador will be the first back (I think) and they don't actually dislike us that much.

What about the bugs? They are allied with the lizards, who do not like us at all, but we have not actually met so technically we are not at war. And they do not like the rocks, either. Would they abstain in this case?

If they're at war with our opponent, they'll vote for us in spite of having never met us! They won't vote for a stranger otherwise, but unless they're allies, they're reasonably likely to abstain. (It's a die roll, I believe, but I don't know what the weights are like.)

Well, given how this game has gone so far, the bugs will make a range tech breakthrough and contact us (to declare war) the turn before the vote.
But if we do not make contact, then hopefully they will abstain or even vote for us, since they are in conflict with the Silicoids. (For now, anyway. That could also change.) We don't actually need their votes, we just need some other race to not vote for the rocks so that the game continues. 25 more years should see us in a much stronger position.

Good to know! Now the behavior of the humans in my last solo game makes more sense (well, I'm not sure if "makes sense" is the right phrase here). I lost contact with them while being at war, and they kept voting for my opponent the Klackons even though they were at war with them. Not that their single vote made a lot of difference...
Anyway, I hope we make it through the next election! We're not in a position to survive the Final War, are we? I don't think I ever seriously tried that on any difficulty level.

It seems to me you have the tools (space superiority, deadly bombs) to remove a lot of enemy voters before they get a chance to vote...
You should be glad of assaination event and difficult election, otherwise this would have been an easy cleanup from here.
