Checking through the first 10 pages. Did we actually agree on a peacerule concerning cities?
Ceding or not ceding.

If you mean Sulla's suggested rule, then we didn't agree it.
We just play on and see what happen. Based on our and possible future PBEM's when metagaming and mechanisms of civ 6 are more clearly, rules might be established to prevent a undesirable gameplay for example possible encouragement of  raze and settle due current occupation rule.
But for now no additional rules.
