I checked the game. We have to revise our old city plan. A city that's located one south of where our sign is where the city should go, in my opinion. It's much better than where we currently put the sign (although that was done before we explored that island). Why? Not only does it get the clams in the first ring instead of the second, but it also is on top of a plains hill, netting it an extra production point.
Furthermore, it seems to work well with a future dotmap of the island.
However, it might just be my personal affinity towards plains hill cities. Looking back I didn't realize that we'd lose a rice ... you know, perhaps your oroginal spot is best anyway.
For that city's build, I suggest it builds a granary and then a barracks. Perhapse even Moai statues would work well if we can get stone. I'm hoping this can be a naval production city. We need Rolan to build a workboat for it. Preferably after the archer?

Also, I switched Land's End to produce a workboat, so we can whip it for 1 population point next turn and then soon we have our fish hooked up.

Otherwise, we're looking safe from a Romali attack. The only danger is if India attacks, but I imagine most of their military is acting as hereditary rule happiness.
PS: I agree with you about not whipping Yabon. I put a sign there before I read your post. Looks like we agree!
