There are way too many good answers to this question, BUT! The first Imperium I ever sponsored was Imperium 14. It's on Hard difficulty as the bears with a pretty extreme variant. It's worth checking out just for the intro (he said without a trace of humility). Imperium 13 is on Impossible as the Alkari, and was meant as a kind of "intro to Impossible" ... but if I remember correctly, it was in a large galaxy, which can be very challenging under kyrub's patch.
My favorite Imperium ever was 37, but that's Cats on Impossible, so....
