I've always interpreted it as having a negative connotation as well, labeling every East Asian leader as an isolationist.

Ah, I see. I didn't make that connection. I thought that Protective here just meant defense-oriented, but it could also be understood in the sense of protectionism.

Personally, I find this remark unnecessary at best, an attempt to look for racism where there's none for no reason at worst. It's made look even worse by somehow listing Sitting Bull as an Asian leader. But to each their own

I remember there actually being a debate here about whether Protective was overpowered.  That debate died immediately after people actually got their hands on the Warlords expansion, but it'd still actually make more sense to me to argue that Firaxis was being Asian supremacist.

Technically there's more non-East Asian (technically Saladin + Gilgamesh are Asian but I don't think you mean those). Of the 4 East Asian leaders, you can make a good argument why 3 of them should be labelled 'Protective.'

Then you have Wang Kon who doesn't deserve it but probably was given it anachronistically to him based on the last Imperial Dynasty of Korean.

Its less racism and more of a selection bias towards East Asian leaders during the period of European colonization being on the defensive against European colonialization and both the most well known Chinese leaders being best known for being defensive (and killing millions but w/e). Just select Oda Nobunaga, Emperor Meiji, Liu Bang, or Cao Cao and you'd end up with a more interesting variety of East Asian personalities.

I think ASM is basically correct. In any case, the issue isn't that so many of the PRO leaders are East Asian; the issue is that nearly all the East Asian leaders are Protective. If they were all e.g. FIN instead, that would be weird in its own way. ASM's suggestion for the reason this happened is also supported by the two East Asian rulers who aren't Protective: Kublai and Genghis Khan are the pair who (due to Marco Polo and basically world conquest, respectively) are well-known in the West from the period prior to European colonialism.
