Short summary : Disjunction directly competes your resources vs the AI's and the AI has an advantage in that. So in order for it to be useful when you cast it, it needs to be powerful enough. However that inherently makes it too powerful for the AI. The only way to regulate that is through how often the AI actually casts the spell. This has been very carefully adjusted and should work fine as is, if not, it's an AI decision/priority/targeting problem for Disjunction.
