Looks like the timing out was connected to running BUG in customassets (see edit).
My RTR is in the civ4/bts/mods folder.

Unfortunately BUG isn't allowed (so that no-one gets an information advantage). The only mod we use is RTR.

I made a slight adjustment. All will require salt of some variety. This almost makes me want to drop so I can participate  but it will still be there in a year. And I will sweeten the deal: Scummy lurkers and mapmakers, finish the map by Joey's deadline and I won't Kuro/Krill my starting settler 8 tiles into the unknown to find...more unknown. Go beyond deadline and, well, all your map balancing qnd polishing will be for naught.

Muahaha. Muah. Muahahaha.
