That's back to making death AIs annoying for players doing undead raising though.
The issue is that a death AI is going to provide absolutely no undead.

I find that to be a major pain.

Why? I mean even Death AI's produce normal units the same type and amount as anyone else, and those do raise as undead.

Well, they convert them to werewolves... They bloodlust them... So they'll keep in garrisons or stacks WWs, ghouls, undead, and then more powerful (non raisable) death units.

At least the WWs could have been the raisable ones.

A last idea. WWs are death-tainted, and resist becoming undead depending on the moon. Random roll which is modified by the various moon events. (plus the malus to exorcise)
