CMF, I am reading through your PBEM8 thread and here is my take.
At least for this map, ancestral hall > audience chamber. You cannot argue against the free builders especially since I see at about 12 city spots without going to the otherside of Kandy & Zanzibar. You definitely need size 10 cities with the reworked double district bonus policy cards but you get there with a granary (much cheaper than builders), housing tiles, and classical republic. The new classical republic gives +1 housing to cities with a district also and that should get most cities to size 10 housing then you gotta harvest food tiles to get to 10. Also i dont think getting all the governors is going to be a good idea due to limited promotions.
My governor priorities are Magnus (already got), Amani, Magnus settler, Pingalax2 (or victor if the TAD decides to attack!)
Speaking of TAD, his power is now 110s and looks like he just upgraded to an archer. Barbs, city state conquest, or attacking me! Need Amari to suzarein Zanzibar as a lookout and the luxuries should help.

Really worried about TAD's power spike. I think I need at least 2 warriors built from Ae-sin and need to move slinger over to upgrade in case. Might have to go double victor.

After having used the Ancestral Hall in PBEM12, I agree, it's a really powerful building.
Note that at the time I wrote PBEM8's report, unpromoted Korean governors were much stronger than they are now - every single governor was +10% science/culture, period, and Pingala was 20%. That made grabbing every single governor and sticking them in as many cities as possible not a terrible investment. Effectively +1 amenity, +4 housing, and +10% research per governor seemed like it might be a good move, especially given the limited space I had on that map to self-found cities - by the time I could finish the Ancestral Hall I had already self-founded most of the cities I would ever have space for, and everything else would come from conquest.
If it's early game, and you have lots of room to expand (my PBEM12 situation), and with Korean governors nerfed, I agree, the Hall makes more sense than the Chamber.

I forgot that Pingala's good promotion was at lvl2 so I think I will go for Reynax2 first.
looks like from tech thread, all of TADs power (now 150s) was at a CS close to Rowain? If I was Rowain, I would use shift enter horsemen and send them all to TAD
btw I will build TOA.

so TAD is attacking babylon but this doesnt make sense on so many levels. the blue CS is coastal not fresh water. It's constructing a campus, why not wait till its done. Seems like the city is next to a natural wonder but it doesnt have 1st ring production.

Probably austrialia was also attacking babylon but that doesnt make even more sense. You're scotland. You should want other players to take CS so you can use leader ability to dec a liberation war for the boost. Denounce when you are starting to research Defensive tactics and either they war dec you 1st to stop the leader ability and you get a free boost to DT on the way to knights or finish DT and declare liberation war, which I seriously doubt would be allowed to happen. Instead of focusing so much military to attack a questionable CS, he could have settled high production cities instead like the cattle spot S of 2nd city and then the weaker city E of cap with lots of trees.

TAD took babylon as expected. Woden i believe built an encampment and suboptimal started a HS. thats fine if he gets dotf so I can grab church property and the belief that I really want is zen meditation, which I suspect will not be 1st picked. Pindicator needs to settle cities.
