Yep, I need a restart.
I see two options: 1.) You guys restart a 4 player game and I control your map. 2.) We reroll and get rid of the imo insane CS rule (which resulted in my reroll). I expect and offer option 1 is better as I am done arguing for rules or bans.
Of the two I prefer option 1 as I feel the city-state rule is worth giving a try (and thank you for offering to setup the map). If we go this route do we stay at a small map or drop to tiny? Alternatively, do we want to consider 12 city-states on a small map?
Part of me is inclined to suggest skip the user-moderating of the map, submit to the PRNG gods and just go with it. Since the current turn is waiting on me I'll hold it for the time being.

What's the city state rule? I thought we scrapped any CS stipulations and decided to go all random when we couldn't doctor a map

The city state rule was "No declaring war on city states." You could attack them if you declare on their suzerain but no declaring war directly on the city states.
For me, we could modify the rule to "no pillage farming a city state". My big issue is attacking a city state to pillage for gold, culture, and science. I know they removed the science and culture from improvements but not districts. You can still get a bunch of science from a scientific city state because they build their campus and library early and will repair it after they get peace. You can basically get a big chunk of a tech for free every 10 to 15 turns. Or you can pillage all their improvements to fund upgrades with the gold. Just seems to much of a rubber band mechanic to allow.
Oh, yes. I was thinking we were talking about something else, but I would actually like to try playing out a game with that city state rule. Not really a fan of the pillage pinata described above - that feels like exploiting AI rather than playing a MP game

I have seen starts where you are blocked in by a city state or states and don't have any worthwhile place for a settler to go (sometimes no valid spot even.) Don't know if that is the case in Archduke's start, but I would be okay with declaring war to raze a blocking city state as long as no pillaging is done (excluding farms etc. that just heal units.)

So, my offer stands. I will roll a new map like I did for PBEM 12 or 13, was it? I think that one was ok balanced, but quite fun. I try to do this again.

Are the Nan Madol/Natural Wonder Start bans back on? Remember to use save random seed-->kick to SP--> revealall trick for Nan Madol if it's back on. It won't take long to get lucky with a small map. I like the fact that Woden said "pillage farming" because I said it first.
I was thinking that since we're doing a restart it might be best to set up the PYDT game now. That way once the map & save are ready you guys can play Turn 1 before I get back and it'll be ready and waiting for me when I return.
